Description
Over the last two years Torbay Council commissioners have been working with stakeholders, providers and those with lived experience to develop proposals to commission a range of services using an alliance commissioning approach, as part of a wider programme of projects aimed at improving outcomes for people with multiple and/or complex needs.
The Torbay Council commissioned services that are included in the Alliance Agreement are:
• Drug & Alcohol Treatment Services
• Homeless Hostel
• Services for those who are or have been subject to domestic violence or abuse.
Lot 1 - Hostel for People Experiencing Homelessness:
The aim of the Service is to provide support to individuals experiencing homelessness to enable them to move into their own home in the community. This may involve supporting them with multiple issues such as debt, emotional distress, health, employment etc.
Lot 2 - Drug and Alcohol Treatment Services:
The aim is to create a service that increases access to treatment and reduces the harm that problematic substance misuse causes to our communities, as well as helping people overcome dependence. This Service will support individuals to achieve personalised sustainable substance use goals, whilst also improving their health and wellbeing. This may be achieved through:
• Full recovery;
• Harm reduction; and
• End of life care planning to ensure dignity and appropriate care.
Lot 3 - Domestic and Sexual Violence and Abuse Support Service:
The Service will deliver trauma informed support and safe accommodation to people who have experienced or are experiencing domestic violence and abuse, and their children. In addition the Service will support people who disclose sexual violence and abuse to access specialist services as appropriate and will maintain contact with them until such time as they are engaged with the relevant specialist service.
Please refer to the Tender documents for full details of the requirements.
