Description

During the fulfilment of the statutory duty placed on local authorities to investigate and deal with conditions established as being prejudicial to health or a nuisance, on occasions clean-up work may need to be completed in default to address the problem. In undertaking work in default officers need to appoint contractors to complete the clean-up work on behalf of the Council. The specification below provides details of the requirements of the selected contractors.
1. To respond to requests for service within 5 working days.
2. To accompany authorised officers onto land and properties when needed to assess work requirements, timescales and provide written cost estimates if required.
3. To take responsibility for all waste handling and disposal, ensuring all waste is stored, transported and disposed of in accordance with waste legislation. This will include the requirement to retain appropriate documentation such as waste transfer notes and waste carrier licences for 24 months to confirm compliance.
4. To have in place effective Health and Safety management controls. These would include appropriate risk assessments, safe working procedures and provision of appropriate personal protective equipment for operatives.
5. To co-operate with the requests of officers during the clean-up of properties regarding items for removal, cleaning and/or disinfection.
6. When required, to remove and dispose of accumulated domestic waste.
7. When required, to remove and dispose of accumulated soiled or contaminated furniture (including sofas, beds etc.).
8. When required, to remove and dispose of soiled or contaminated carpets.
9. When required, to remove and dispose of pet or human faeces.
10. When required to undertake deep cleaning of kitchens, bathrooms, hard surfaces and floorings.
11. When required to disinfect kitchens, bathrooms, hard surfaces or objects, equipment and utensils in these areas, which are to be retained and not disposed of.
12. To search, pick and remove needles and sharps ensuring appropriate storage and disposal.
Within 10 days of the completion of the clean-up work, to provide an invoice to the Environmental Health Section specifying the works undertaken at the address concerned.
As such St Helens Council is looking to set up a ranked framework agreement with a maximum of 5 suppliers who will be able to fulfil the specification above. This agreement will be for an initial period of 2 years with 2 x 1 year extensions.
