This is a Prior Information Notice (PIN) and Request for Expression of Interest (EOI) published on behalf of the Greater Manchester Health and Social Care Partnership (GMHSCP) seeking expressions of interest from suitably qualified and experienced Providers for The Provision of an Integrated Health and Social Care Greater Manchester Single Shared Careers Gateway. The Gateway will play a key role in achieving the overall Greater Manchester (GM) workforce strategic priorities. The Gateway will essentially:
- Support our local population in obtaining jobs in health and social care (grow our own);
- Support our current workforce in securing opportunities to further develop and upskill (leadership & talent development);
- Increase awareness of the GM brand; and
- Subsequently assist in filling our hard to fill workforce gaps (filling difficult gaps).
GMHSCP are looking for a Provider to deliver a service transformation for the current health focused GM Careers Hub Service and the purpose of this engagement is to inform the market of GMHSCPs intention to procure the service and to invite potential providers to express an interest in providing the service.The service transformation consists of two key workstreams;
1. Transformation of the current health GM Careers Hub Service into an integrated health and social care GM Single Shared Careers Gateway;
2. Create a new and ambitious website for the fully integrated health and care Careers Gateway website, maximising the value it brings to the population, Employers and Employees across the Greater Manchester system. The Integrated Greater Manchester Single Shared Careers Gateway will; fully integrate Health and Social Care within its offerings, be able to scope opportunities to widen its reach through involvement with wider Greater Manchester initiatives such as ambassador schemes, Bridge GM' and 'Greater.Jobs' and improve the online presence of the service through providing a fit for purpose website and greater use of social media platforms. The Affordability Threshold is £300,000 for years 1 and 2 with Providers at the Procurement Stage having to demonstrating how they can work with the Commissioners to obtain a stepped approach to efficiencies and income generation for years 3, 4 and 5. It is anticipated that the contract duration will be for 2 years with the option to extend for up to a further 3 years. Please note that the contract may only be extended should the Successful Provider be able to demonstrate income generation as there may not be funding for years 3, 4 and 5. The Service commencement date of 1st April 2019 Please note that TUPE may apply to this Service. Providers wishing to express an interest should email Rachael_Frank@nhs.net before 12noon on 30th November 2018. A lack of interest being expressed in response to this advert may be taken as evidence by GMHSCP that a competitive process may not be required, so potentially interested providers are advised to respond.
