Description

The University has a portfolio of buildings in central Manchester with two main areas providing halls of residence:
o All Saints
o Birley

The Birley residential accommodation comprises of 672 standard bedrooms within 12 bed town houses and 295 en-suite bedrooms within 8 bed cluster flats. In addition, a new build development of 492 en-suite bedrooms will open in August 2021. The All Saints residential accommodation comprises of 203 mostly standard rooms in Cavendish Halls, and 770 standard rooms within shared flats in Cambridge Halls.
The existing contract consists of an annual deep clean and turnaround cleans to support the residential conference business.

As part of the ongoing commercial activities, the University wishes to appoint a Provider for the provision of an annual Deep Clean Service to the Halls of Residence for study bedrooms, kitchens/lounges, shared shower and toilet facilities plus en-suite bathrooms and corridors. The standards detailed in the Cleaning Task Sheets included with this specification have been designed to deliver the highest standard and ongoing improvement required for award winning student accommodation.

The successful Provider is required to clean the buildings, following the agreed work schedule, which will be signed off with the Daily Contract Manger on site. All cleaning completed by the Provider will be measured against the standards detailed in the Cleaning Task Sheets. Any faults or defects will need to be reported/logged.

Students vacate the Halls of Residence from the beginning of July and return mid-September (exact dates will be confirmed before the start of each academic year). The Provider should be aware of the University's academic timetable to ensure cleaning takes place at the appropriate time. Providers are also required to make themselves aware of the University buildings and locations.

The residential conference business is expanding and the University has ambition to increase the level of business to 70% occupancy during the summer, which will require high volume, fast-paced turnarounds to support the delivery of this objective.

The tender process will be a fully compliant OJEU Restricted Procedure with qualifying SQ (Supplier Questionnaire Stage). The contract will be let for an initial period of three years, with the option for the University to extend, at their discretion, for a further two, one-year periods.

Through this tender process, the University intends to appoint a Provider that offers excellent value for money, with consideration for both cost and quality of service that contributes to the overall University strategy of enhanced student experience.
