Description

The University seek to develop framework agreements for the following consultancy services

LOT 1 Architects
LOT2 Quantity Surveyors

It is envisaged that 3 consultants will be appointed to the each Framework

A typical schedule of services required can be found in Appendix E.

The Authority has existing frameworks in place for M&E Consulting Engineers, Structural & Civil Engineering Services, Principle Designer Services, Project Management Services. The appointed consultants will be expected to work alongside these consultants. It is anticipated that these frameworks may be renewed during life of this framework.

Framework Objectives
The University of Sunderland Facilities services wish to develop Framework Agreements for the procurement of the stated consultancy services to meet the following key objectives:-

i) To improve the efficiency and effectiveness of the consultant selection and appointment process which meet the undertakings of institutional, sector and European procurement procedures
ii) To stimulate and encourage the development and sharing of good practices between appointed framework consultants and the Facilities team, integrating outputs into all areas of activity
iii) To demonstrate improvements in service quality delivered to identified stakeholder groups
iv) To promote shared understanding and values integrating key business activities to deliver the stated objectives
v) To demonstrate increased value from the procurement of campus development projects and programmes

Measurable improvements in the delivery of construction projects will be a key output in defining the success of the framework agreements and shall include:
i) Reduction in project costs
ii) Reduction in project programmes
iii) Reduction in building defects and time taken to resolve
iv) Improved design solutions for any given project budget
v) Improved stakeholder experience

The framework terms will run for a period of 2 years, commencing April 2018. However subject to compliance with OJEU regulations there may be a possibility of extending this for up to 2 years in annual increments, subject to performance reviews against stated objectives.
