Description
Contract for technical support for Doman Road Waste Transfer Site (WTS) via the CCS Construction Professional Services DPS - RM6242.
This was awarded via a mini competition procurement under the CCS Construction Professional Services DPS - RM6242, undertaken in accordance with the Public Contracts Regulations (PCR) 2015.
Surrey County Council (SCC) is the statutory Waste Disposal Authority ('WDA') responsible for the transfer, treatment and disposal of all household waste collected within Surrey, totalling approximately 500,000 tonnes per year. SCC owns a network of five Waste Transfer Stations (WTS), at which waste is deposited and bulked for onward transfer to treatment facilities by SCC's contractor SUEZ. Additionally, SCC uses four third-party WTS operated by the private sector (Envar, for green waste bulking, Chambers and Ash Vale for residual and mixed recycling), as well as a WTS owned by Surrey Heath Borough Council (SHBC). Collectively these four WTS receive and bulk approximately 75,000 tonnes of Surrey's waste per year.
Within the current network, 170,000 tonnes of capacity is at risk of being lost by 2029 without intervention. To help mitigate this loss, the redevelopment of the Doman Road WTS in Surrey Heath (14 Doman Road, Camberley GU15 3DF) was proposed in Surrey's Strategic Waste Infrastructure Plan. This is the site owned by SHBC and functions as a waste collection vehicle depot and WTS bulking 13,500 tonnes of material and will be wholly operated by SHBC's contractor Amey until summer 2027. As the site is reaching the end of its operational life, agreement has been reached between SHBC and SCC to redevelop the site, with SCC leasing part of the site from SHBC on which to operate the new WTS. The SCC waste team has approval to take the project through a full procurement for construction to identify a preferred bidder and inform the Final Business Case.
The site has planning consent and an Environmental Permit for use as a waste site and is identified in the Surrey Waste Local Plan. The aim is to increase the site's operational capacity to 55,000 tonnes per year, handling the relevant local authority collected waste from both Surrey Heath borough and other administrative areas of Surrey as required.
SCC is seeking a qualified and experienced Consultant to:
i. develop the scope of the project following review and validation of work to date;
ii. prepare the required planning submission, incorporating the application, drawings and all necessary assessments;
iii. prepare all necessary work to facilitate a permit transfer application for a new operator; and
iv. develop technical documents for a Design & Build construction procurement
