Description

Central Bedfordshire Council (CBC) wishes to appoint appropriate consultants to develop a Tranquillity Strategy to support the CBC Local Plan 2035 (LP).

CBC recognises the importance of audible and visual tranquillity as a significant asset in both rural and urban areas; from countryside tracts and undeveloped horizons to public parks with pockets of quiet and natural sounds, to garden oases or peri-urban spaces with a hint of wildness.

Tranquillity can support health and well being for all and be a key contributor to quality of life along with enjoyment of wildlife, landscapes and heritage assets. But tranquillity can be significantly impacted by intrusive movements, sights and sounds associated with developments and it is a quality that is hard to re-instate once lost.

The NPPF states that planning policies and decisions should identify and protect areas of tranquillity, which remain relatively undisturbed by noise and are prized for their recreational and amenity value for this reason. The CPRE have undertaken a series of intrusion studies from a national to district scale and results show two thirds of Central Bedfordshire is considered disturbed by intrusive development or noise with this is reflected in CPRE tranquillity mapping.

The primary purpose of this brief is to produce a Tranquillity Strategy for Central Bedfordshire to assess and map tranquillity across Central Bedfordshire, identifying threats to further decline and measures for protection and enhancement, whilst taking in to account national and local policies, and present advice on assessment methodologies.
