Description
Cambridgeshire County Council (CCC), Peterborough City Council (PCC) and Cambridgeshire and Peterborough CCG (C&P CCG) are commissioning services for adults with mental health needs that would benefit from a range of interventions in a community setting. The service will wrap around current clinical primary and secondary mental health services to provide an equitable, community-based, recovery-focused service to support people to make connections within their community, improve their mental wellbeing and develop the skills to self-manage and gain independence.
CCC is the lead commissioner for the service. Funding will be through alignment of current investment from CCC, PCC and C&P CCG. Service delivery in Peterborough will have ring-fenced financial resources.
The initial contract is for a period of three (3) years, with two options to extend for two (2) years each, making seven (7) years in total (3+2+2).
Potential providers are invited to submit an Initial Tender Response, which will include a Selection Questionnaire (SQ) and quality questions worth 100% of the Initial Tender score.
The Authority will issue invitations to participate in dialogue to the top 3 scoring providers that: meet the minimum SQ criteria; score 60% or more in the quality assessment; and submit a bid within the budget.
The providers that participate in dialogue sessions will be invited to submit a Final Tender. The Final Tender will be evaluated using the following criteria:
