Description

The Night Marshal Service is required to ensure that specific areas of Wakefield City Centre are patrolled on an evening identifying potential hotspots and diffusing situations before they escalate. The service generally operates on a Friday and Saturday evening between the hours of 22:30 and 05:30. The service which is run by the Council operates in partnership with West Yorkshire Police.

The scheme has been operating successfully within Wakefield Central since 2007 and has been delivered throughout this time by an external contractor. The scheme is now embedded within the nighttime economy within the city centre and continues to deliver a range of benefits including: a reduction of crime in the Westgate area, a greater sense of safety for visitors, increased support to taxi drivers and licensees and a reduction in the amount of unofficial flyering through the monitoring of literature.

The Authority is conducting this procurement process under the "Light Touch" regime of Regulations 74 to 77 of the Public Contract Regulations 2015 (SI 2015/102) (the "PCR 2015").This procurement exercise will therefore be run in accordance with the PCR 2015 as they apply to "Light Touch" services. The Authority is following a process similar to the Open Procedure under the Regulation 27 of the PCR 2015.
