Description

The Commissioner, NHS Buckinghamshire Clinical Commissioning Group, seeks to identify a provider for a GP Surgery in High Wycombe. The contract previously included a branch based in Holmer Green, however this was closed in September 2018 when the property became unavailable and innovative solutions for this area are sought.

The successful provider will need to provide the full range of primary medical services from 01 September 2019, mobilising from June 2019.

The current practice (Chiltern House Medical Centre) is situated close to the High Wycombe town centre. The patient list covers patients across the town and in Holmer Green, a village on the outskirts of High Wycombe. The practice has a mixed demographic which reflects the urban nature of High Wycombe and the rural location of Holmer Green. As at 31 December 2018 the list size was 6,651.

• Core opening hours and service delivery from 8am- 6.30pm Monday to Friday (except statutory bank and public holidays)
Participation in current Improved Access arrangements for the Wycombe Locality and extended hours in line with NHS England service requirements
Participation in the Primary Care Networks DES which is effective from 1.7.19

The CCG is looking for a patient-centred approach to care delivery that is user friendly and culturally sensitive and encompasses national and local public health targets. Providers will be expected to demonstrate innovation in the delivery of services, in particular to patients living in Holmer Green. We are also looking for providers who can demonstrate a willingness to deliver a number of key design principles e.g. promoting prevention and self-care and delivering digital transformation, as part of core service delivery.

The contract period is an initial 5 years with an option to extend by up to a further 2 years; based on current patient list and services the annual contract value is £860,579 any future contract value will be in line with any rise or fall in list size, as may be the case.

This procurement is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners.

The Contracting Authority intends to voluntarily observe the award decision notices provisions and 10 day standstill period described in Regulation 86 of the Regulations. Unsuccessful Bidders will receive scores and reasons for the decision, including the characteristics and relative advantages of the winning bid and the reasons why the Bidder/application was unsuccessful. Deadline for lodging of appeals should be in accordance with Regulation 87 and Regulation 91 of the Regulations.
