***PLEASE NOTE THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION*** UK Research and Innovation had a requirement to purchase Freia Chopper System Disc Assemblies. The Contract was awarded following a negotiated procedure without prior publication, in accordance with Regulation 32 (2) (a) (b) (ii) of the Public Contracts Regulations 2015.
Award of a contract without prior publication of a call for competition in the Official Journal of the European Union in the cases listed below :
• No tenders or no suitable tenders/requests to participate in response to open procedure
• The works, supplies or services can be provided only by a particular economic operator for the following reason:
• absence of competition for technical reasons
Explanation:
The neutron choppers that will be used in FREIA system are bespoke and have specific technical requirements as the discs are larger than conventional discs with complex geometric design. The proposed material composition of these discs must provide the required performance and meet the technical specifications. Currently there is no other supplier other than Airbus who has the technical capability and resources to carry out designing and manufacturing these unique neutron choppers.
