Description
Blackpool Council, working on behalf of other Lancashire Local Authorities through the Lancashire Home Energy Officers Group (LHEOG), seeks to appoint a Partner / managing agent to oversee the delivery all domestic energy efficiency initiatives under the CHiL brand who can clearly demonstrate the ability to meet our requirements and who offers the most economically advantageous tender. These documents reference Blackpool Council as they are the Procurement lead, each Local Authority will have their own separate contract with the successful bidder.
It is anticipated that the contract term will be from 1st April 2023 to 31st March 2025 with the option to extend incrementally for a period of 1 + 1 years (subject to contract review and budget availability).
Please note that Fylde Council do not wish to participate this opportunity have therefore been removed.
Cosy Homes in Lancashire (CHiL) is a brand established by 12 district and two unitary councils in Lancashire as well as the County Council under which domestic energy efficiency schemes are delivered pan-Lancashire. Historically there is a strong track record of the Authorities working together in the energy field and CHiL has developed through this collaborative working arrangement. Other Lancashire Authorities may in the future may join the LHEOG and it is an expectation that the successful provider will be able to accommodate their requirements.
CHiL seeks to maximise government Energy Company Obligation (ECO) and other grant opportunities that are available for energy efficiency measures for Lancashire residents. In particular CHiL looks to support those households in fuel poverty and vulnerable to the effects of living in a cold home but also aims to provide an offer to all households, not just those in fuel poverty.
It is important that bidders familiarise themselves with how fees will be generated throughout the lifetime of the contract, the suite of tender docs including the specification sets out the aims and objectives of the Service and the anticipated levels of delivery that the successful Service Provider will be expected to attain.
