Description
The National Lotteries Promotions Unit (NLPU) requires a Service Provider to produce an 'Evidence Base' to demonstrate the impact and value of the National Lottery to the entire UK over the last 25 years, whilst looking ahead to the next 25 years. Insights from the completed Evidence Base will inform the National Lottery's 25th Anniversary Campaign in 2019.
The Evidence Base will showcase the impact of The National Lottery through two "streams" which, taken together, will form the complete Evidence Base:
Evidence Base part 1. Hard Facts and Statistics; and
Evidence Base part 2. Stories and Historical Context
The scope of the invitation to tender includes the provision of Services to produce Evidence Base 1 and an option for the NLPU to engage the successful Bidder for the production of Evidence Base 1 to produce Evidence Base 2. Accordingly Bidders may bid for Evidence Base 1 only, or for Evidence Base 1 and 2 but cannot bid for Evidence Base 2 on its own.
The appointed Service Provider will work closely with the NLPU, 12 National Lottery Funding Distributors, DCMS and Camelot to create a complete Evidence Base which uses collective assets from across The National Lottery family to evidence the communities and people across the UK transformed by National Lottery funding.
Through secondary and primary research the appointed Service Provider will create, produce and deliver Evidence Base part 1 including:
- a short report outlining the key findings, killer facts and figures
(outlined below), a methodology and appendix;
- killer facts and figures showcasing the impact of the National
Lottery, keeping in mind the figures that will most appeal to the
public;
- the production of additional data on specific themes related to
themes identified as part of the emerging 25th Anniversary
Campaign.
The scope of the Services for Evidence Base 2 will include:
- leading qualitative research documenting the positive impact
The National Lottery has had on communities across the UK
over the last 25 years;
- sourcing a diverse range of the most emotive stories and
histories with a focus on people and lives that have been
changed;
- undertaking research focussing on topical and current issues that
will be of most interest to the media and general public,
identifying how the outputs of the research can be utilised for
potential media headlines and multimedia content collection that
will work across multiple channels;
- ensuring that the work related to Evidence Base 1 is continuously
aligned and complementary and such that the Service Provider is
able to form and deliver a final report
- ensuring that the best stories and projects are identified and
showcased for presentation at the National Lottery Awards 2019
show broadcast by the BBC, which will have a 25th Anniversary
theme.
