Description

The Brighton and Hove City Council is seeking offers for the provision of a Rough Sleeping Outreach Service.

Rough sleeping has been rising on a national level. The Department of Communities and Local Government recorded an increase of 23% in England in 2010/11, which was then followed by smaller reported increases of 6% in 2011/12 and 5% in 2012/13. Brighton and Hove has followed a similar pattern, with rough sleeping increasing year on year from 2010 to 2013. Brighton and Hove's 2013 Rough Sleeper Count was the third largest in England. In 2014, there was a slight decrease in rough sleepers but numbers remain high.

Rough Sleeping is a significant and visible issue in Brighton and Hove. Like many areas in the South East of England, the city faces a number of challenges, including a lack of affordable housing and strong competition for private rental accommodation. In addition to this, changes to the national cap on local housing allowance rates are also having an impact. In September 2014, with the exception of studio flats, the average rent for a property in Brighton and Hove was above the local housing allowance rate.

Local data indicates that Brighton and Hove has a high number of individuals without a local connection. Data also indicates that a significant portion of rough sleepers have complex needs, including substance misuse, mental and physical health issues and offending behaviour.
