Description
The Council requires a supplier for the provision of creative services in support of a marketing campaign that aims to promote the launch date for Birmingham's Clean Air Zone. This contract will be for a period of up to 6 months commencing February.
Birmingham is on a journey to cleaner air with a programme of works funded by Central Government- beginning with the Clean Air Zone (CAZ). In June 2021, Birmingham will be one of the first cities in England to introduce a charging Clean Air Zone. Following its introduction the owners of the most polluting vehicles will be charged to enter certain parts of the city. The introduction of the Clean Air Zone will help improve air quality in the city by encouraging people to adopt more sustainable and environmentally friendly modes of transport.
Birmingham City Council requires an agency to provide support to its in-house Corporate Communications team in the development of a multi-channel campaign strategy and the creation and delivery of content and assets, which align with existing campaign brand guidelines, for its Clean Air Zone campaign.
The Council is planning a significant multi-channel campaign (get ready) to promote the launch date for Birmingham's Clean Air Zone. This campaign is intended to reach a number of diverse of audiences in Birmingham and neighbouring authorities.
This campaign has two clear objectives:
1) To promote the date of launch of CAZ commencing 1st June 2021, so that people driving into the CAZ are aware of when it comes into force and to check whether or not they will need to pay the daily charge.
2) To highlight the various support schemes in place (such as exemption permits and financial incentives) to key groups of people.
The high level campaign delivery strategy is split into two parts. A 'reminder' of the launch date at six months prior to go live, to go (i.e. go live being 1st June 2021). A 'countdown' to the launch would then start at 100 days to go (or three months).
Delivery will, predominantly, be digital (such as social media, targeted online advertising etc.) , but due to the breadth of audiences will need to encompass offline channels including print (such as unique printed marketing materials such as leaflets, booklets, freebie collateral) and direct mail.
This contract will be for a period of up to 6 months commencing February 2021.
