Kingston upon Hull City Council (the Authority) is conducting the procurement using the Negotiated Procedure with prior call for competition in accordance with the requirements of Regulation 47 of the Utilities Contracts Regulations 2016 (SI 2016 . 274) ) (UCR 2016) for the purpose of procuring the works and services described in the Specification documents (Works and Services). It is intended to appoint a principal contractor for these requirements in late 2024, with works to start in early 2025, and for Phase 1 of the network fully completed by March 2028.
