Brief Description of Requirement

Innovate UK is delivering a component of the ODA funded, UK vaccines Network (UKVN) on behalf of the Department for Health & Social Care (DHSC).

To date the UKVN has invested £110M to support the development of vaccines for diseases that have outbreak potential. In the last 8 years IUK have delivered a £85M programme of work, specifically aimed at the development of platforms and vaccines that will have utility in Low- and Middle-Income Countries against diseases of epidemic potential.

DHSC have just committed a further £45M, for a 4-year in the programme, to be delivered by IUK, to invest in on-going projects and new platforms and technologies.

To reduce the risk of regulatory and technical failure as the projects move through pre-clinical and clinical development, current stage 1 projects will be asked to produce a Business Case and Technical Plan
(BC&TP). This will give confidence to DHSC and IUK that the projects are more likely to complete to cost, time and quality constraints. These BC&TP documents will be reviewed by external independent
assessors. The outcome of these reviews will be fundamental to the decision of whether the stage 1 projects are successful in receiving funding in stage 2 of the programme.

IUK are therefore seeking to fund an organisation, or consortium of experts, to review the Business and Technical Plans (BC&TPs) that the funded projects have been contracted to produce.

This contract will be awarded based on the evaluation criteria as set out in the ITQ document.
