Description

All tender information MUST be submitted through the CCS eSourcing Portal.

This tender will be to carry out and report on a cost benefit analysis of the Marine Environmental Data and Information Network MEDIN).
There are a range of methods used to carry out cost benefit analysis and the proposal should clearly detail the method being proposed and how it relates to other economic studies of marine data programmes. The contractor should demonstrate expertise and understanding of economic appraisal analysis and the cost benefit method relating to at least one of the following: marine organisations; data centres; data management networks; data governance and management 'best practice' frameworks; Spatial Data Infrastructures. Familiarity with marine data and good links with the marine community would be beneficial.

More specifically, the proposal submission should include:
1. Details of the proposed method for carrying out a cost benefit analysis, which can deliver work packages 1 and 2 described in the Invitation to Quote .
2. A summary of expertise in conducting cost benefit analysis with examples from at least one of the following: marine organisations; data centres; data management networks; data governance and management 'best practice' frameworks; Spatial Data Infrastructures.
3. A summary of the staff that will carry out the work and their relevant skills.
4. Costing of the work to be carried out.
5. A timeline for completing the work including deliverables

This contract will be awarded based on the evaluation criteria set out in the ITQ document.
