Description
The Authority invites responses from suitably qualified and experienced providers to deliver an Autism Spectrum Disorder (ASD) Post-Diagnostic Psychoeducational Resource for Parents/Carers and Young People in Greater Essex ("the Service"), from 19th December 2022 to 18th December 2025.
The Service being commissioned is to design, develop, digitise (where relevant) and pilot implementation of two psychoeducational resources, across Essex, Southend, and Thurrock. These will be evidence-based therapeutic interventions, that provide information and support to better understand and cope with autism; one for parents and carers of CYP following a process for diagnosis and one for CYP following a process for diagnosis.
The project aims to deliver the national and local ambition to design and implement a psychoeducational resource which:
- Provides information about autism as a diagnosis.
- Helps people come to terms with their diagnosis.
- Identifies additional coping strategies for everyday challenges (such as managing difficult sensory environments or stigma).
-Provides opportunities to engage with other autistic people who may have had similar experiences.
-Helps the parent/carer or young person feel empowered in living with their diagnosis.
Is available to parents/carers and young people on an ongoing basis, to be accessible as and when required.
The content will be evidence based, co-produced with families and professionals, and include a range of topics including financial advice, relational peer support, relationship management, emotional adjustment, long term stress management, resilience, stigma protection etc.
Successful delivery will require a combination of expertise, skills and experience in terms of the digital sphere, alongside experience of working with children, young people and families with SEND.
The aggregate value of the contract over the three-year term (including VAT, any extensions, variations, inflation or growth) as advertised in Find a Tender Service is £398,000.
This is made up of the following contract period values as aligned to the funding available:
- Period 1 - 19/12/22 - 31/03/23 - Up to £232k - Mobilisation costs must be incurred within and therefore charged to Period 1 (Q4) 19/12/22 - 31/03/23, as this funding must be committed before the financial year end.
- Period 2 - 01/04/23 - 31/03/24 - Up to £83k
- Period 3 - 01/04/24 - 31/03/25; and
- Period 4 - 01/04/2025 - 18/12/25 - Up to £83k
The Contracting Authority(s) (hereinafter referred to as "the Authority") for this procurement are: NHS Mid and South Essex Integrated Care Board (ICB), NHS Suffolk and North East Essex ICB and NHS Hertfordshire and West Essex ICB.
The contract that is to be entered into by the Authority and the Preferred Bidder will be non-clinical and as such will be governed by the NHS Terms and Conditions for Provision of Services.

The Authority is looking to appoint a single Preferred Bidder to manage all aspects of the Service. As such, a Lotting Strategy is deemed inappropriate as it risks creation of unnecessary fragmentation and complexity. Accordingly, the service will be offered as a single contract awarded to a single Preferred Bidder (either as a lead provider in it's own right, as a such as a Special Purpose Vehicle (SPV) or consortium of providers, or in association with sub-contractors). Bidders will be required to confirm their Bidding Model including the legal form it takes. The Authority reserves the right to require members of any bidding group to assume a specific legal form if awarded the contract, if considered necessary for the satisfactory performance of the contract.
The requirement to which this procurement relates, fall within the Public Contract Regulations 2015 (as amended The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020) (the "Regulations").
The Authority may wish to expand the Services during the lifetime of the contract ("Contract modification(s)"). To this end, the Bidder should be aware that after the award of contract, there is a possibility that the successful Bidder may be offered a variation(s) to the contract in accordance with Regulation 72 of the Public Contracts Regulations 2015 (as amended The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020), in the potential circumstances and or situations as communicated in the FTS Contract Notice and ITT Process Overview.
