RFLI staff will need to be competent and have an approved Safety Management System (SMS) necessary to become the Infrastructure Manager for the CCOS. RFLI must train, assess and maintain the competence of its staff and demonstrate such to gain the authority to operate.

RFLI wishes to engage a Service Provider to provide Assessors who can conduct signalling competency assessment of RFLI staff. The Assessments will be against RFLI Competence Standards for Signal Engineering.

The purpose of the Assessment is to ensure that RFLI staff have the skills, knowledge and behaviours that can be demonstrated with evidence gathered to be deemed competent and awarded a licence/ permit/ authority to work.

Service Provider can subcontract the technical expert knowledge and form an assessor panel.

The contract will be for 2 years with an option to extend for a further 1 year.
