Description

The UK's Department for International Development (DFID) is implementing a programme of support to "Strengthening Government capability for delivery in Punjab" (SGCDP). This will be a sub-component of the existing "Sub-National Governance Programme" in Pakistan.

The Special Monitoring Unit (SMU) was established in 2014 to strengthen government performance in priority sectors, enabling the Government of Punjab to more effectively focus on delivering improvements in service delivery for its citizens.

DFID Pakistan is seeking a Supplier to work with the Government of Punjab to manage and implement a programme of support to the Special Monitoring Unit. The support could be in the form of provision of technical advice and facilitation of knowledge and skills transfer to the Special Monitoring Unit as they strive to become an independent delivery unit.

The coordination of effective capacity development in the wider Government and enabling collaboration and communication between the Special Monitoring Unit, DFID and the relevant government departments is also envisaged.

Suppliers are invited to complete all requirements of this one-stage Open Procedure. The contract will be issued for 18 months, and will have a break point after 9 months. Progress beyond this will be subject to DFID's approval of proposed programme performance. DFID may extend the contract for up to 6 months, should an ongoing need for the services exist.
