Description
Invitation to Tender
Your quotation is sought to provide an independent evaluation role for the New Anglia LEP as part of a Framework Agreement. This role will include evaluations on the LEP's suite of programmes and initiatives. These include (but not limited to) the following:
• Growth Deal (Capital Growth Programme)
• Growing Places Fund
• Growing Business Fund
• Innovative Projects Fund
• Community Challenge Fund
• Eastern Agri-Tech Initiative
• New Anglia Capital
• Enterprise Zones
• Enterprise Zone Accelerator Fund
The contract is offered on a call-on, call-off basis only. This will be for a two year period.
The LEP is seeking to build a portfolio of suitable contractors to undertake independent evaluations of the LEP's portfolio of programmes as and when required.
Requirements of contractors:
Successful candidates will have a clear understanding of the Norfolk and Suffolk economy and regional economic development alongside experience and expertise in evaluation methodologies and innovative approaches to conducting research.
Contractors need to be able to:
• Describe how they will establish the counterfactual
• Determine the right evaluation approach
• Provide quantitative, not just qualitative results
• Provide rapid interim results to feed back into programme delivery and intervention development
• Ensure evaluation methodology links back to logic chains
It is likely that the LEP will commence the first evaluation in the Spring, covering four of its programmes. A detailed specification on the requirements will be provided to successful candidates.
