Description
This procurement is to seek a valuation service to provide advice on delivering housing led regeneration at Stonebridge cross and Aintree Hospital sites for LCC's newly established Strategic Housing Delivery Team.
• Land valuation (comparable basis) considering the proposed residential and commercial uses. NB this would be a standalone 'Red Book' report: £6,850;
• Planning (scope as below but without the market testing): £5,800.
The delivery of the Housing Capital Programme will be the responsibility of the Councils' new Strategic Housing Delivery Team (SHDT), which formed following the recalibration and transition of Foundations and the placement of experienced staffing resources within the Councils Regeneration Directorate. With support from colleagues across the Council's Adults, Children's and Finance Departments a Housing Capital Programme Working Group will monitor the performance of this programme reporting into Senior Management and ultimately Council, via existing governance arrangements.
The establishment of the Strategic Housing Delivery team (SHDT) follows the transition of LFH from a Council owned housing company responsible for delivery of housing to one responsible for holding stock on behalf of the Council.
Existing Liverpool Foundation Homes (LFH) commitments, where legally required or viable will continue. The Company will also be utilised where the Council wishes to provide mixed tenure schemes, or progress stand-alone development opportunities with other partners, independent of LCC. As part of the current review of opening a LCC Housing Revenue Account (HRA), LFH may also provide the stock holding / management function for LCC, allowing for a modest delivery of homes outside of the HRA.
