Description

The overall objective of this project is to conduct an objective comparison that provides us with additional insight and information, on how Highways England manages roadworks

This project will assess the approach Highways England and its contractors adopt in relation to "planned" traffic management. The term "planned" refers to long-term works - for example, enhancement projects and large-scale renewals. Short-term "unplanned" works like emergency repairs are not included.

The scope of this study includes two key factors in relation to Highways England's roadworks management: 1) the length / spacing of roadworks and duration / intensity of work, and 2) communication to road users and the public. Where the comparison is valid, the project will compare their approach within its operational regions, including Design Build Finance Operate areas (DBFO), with local authorities and highways infrastructure managers across comparable countries.
