Description
Border Force is a law enforcement command within the Home Office (the "Buyer"). The Buyer secures the UK border by carrying out immigration and customs controls for people and goods entering the UK and its priorities are to:
• deter and prevent individuals and goods that would harm the national interests from entering the United Kingdom (UK):
• facilitate the legitimate movement of individuals and trade to and from the UK,
• protect and collect customs revenues for trade crossing the border,
• provide excellent service to customers, and
• provide demonstrable effectiveness, efficiency and value for money.
The Buyer detains or seizes goods at the border. These are sometimes adopted for onward investigation by Her Majesty's Revenue and Customs (HMRC), National Crime Agency (NCA), Police and Crime Commissioners of the UK Police Forces listed in the following link UK police forces | Police.uk (www.police.uk) under the appropriate legislation. HMRC and NCA also detain/seize goods through their inland operations and may also require the services described. This contract agreement may be used by other government bodies.
The Buyer is seeking a single supplier or managed service provider who will provide a secure, efficient, auditable end-to-end service for the movement of seized goods; act as a single point of contact for the Buyer to deal with; provide services whereby the most appropriate and cost effective transportation vehicles and routes are used or suggested. The supplier will be required to deliver services and have procedures to:
• prevent the loss of any goods;
• provide temporary secure facilities;
• maintain an accurate audit trail of all its activities;
• provide value for money; and
• comply with indicative holding timelines.
The seized goods will include drugs, firearms and money and any other items that are deemed high risk high value by the Buyer. The Buyer's HRHV loads are to be carried in high security fully armoured vehicles.

The Home Office eSourcing portal (Jaggaer) is used for sourcing activities. Please follow the steps below to register your interest:
a) To express an interest, bidders must first be registered on the Home Office eSourcing portal. If you have not yet registered, this can be done online at https://homeoffice.app.jaggaer.com/web/login.html by following the Registering Link. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which are registering and who will be entering into a contract if invited to do so.
b) Email: BorderForceProcurementTeam@homeoffice.gov.uk expressing an interest.
The title of email should be: C24655 - Secure collection of High-Risk High Value (HRHV) Goods ITT.
Email to include: Organisation Name, Contact Name, Contact Email, Telephone Number.
Bidders that express an interest in this procurement will be required to return a signed Non-Disclosure Agreement (NDA) prior to being given access to the event.
Once the signed NDA is received by the Buyer, the Buyer will grant access to the Jaggaer event where the bidder will be able to access all relevant documentation.
