Description

The Authority is seeking to appoint a Tenderer to undertake ground improvement works in advance of subsequent link road construction at a location to the south of the M55 Motorway Junction 4, running parallel to Wild Lane. The link road commences at the existing Whitehills roundabout, includes an intermediate roundabout and terminates on North Houses Lane. This tender is for the ground improvement works (earthworks and structures).

The proposed link road will connect the existing roundabout at Whitehills Road to the north with Heyhouses Lane near the Cyprus Point development site to the south. The scheme will provide a sustainable corridor for pedestrians, cyclists and equestrian on the existing Wild Lane route and also maintain field access along the length of the route and access to an air navigation service facility for Blackpool and Manchester airports (commonly known as NATS which is the National Air Traffic Services) and a commercial business.

The scheme will provide a single two-way carriageway road built to current highway standards which will facilitate a much more commodious route between the M55 Junction 4 at Peel Hill and the Heyhouses area of St Annes, replacing the substandard Wild Lane/North Houses Lane / Moss Road. It will provide significantly improved access by all transport modes to local development sites as well as supporting the tourism sector. It is proposed that the road will have an 'A' classification replacing the existing minor road classification over its full length and form part of the draft Lancashire key route network as agreed by Transport for Lancashire and recognising Lytham St Annes as an important economic centre.

The Authority asks that tenderers or the collective group of organisations (if tendering as part of a consortium) must have an annual turnover of no less than £22,000,000. Turnover should be from no earlier than the 2019 financial year. If tenderers are unable to evidence this but are forecast to meet the £22,000,000 threshold for the current calendar or financial year, evidence to this effect must be provided. The minimum time frame during which the tenderer must maintain their submitted tender is 150 days from the closing date for the receipt of tenders.
