Description

This notice is issued as an update to, and should be read in conjunction with, a Prior Information Notice (PIN) of the same title published on 31 July 2019. It serves to invite interested parties from across the market of provider organisations in the field of sexual and reproductive health; digital sexual health services; and HIV Care & Treatment, to register to a Bidders Event and to provide some additional information.

The original PIN is available as a PDF to parties registering with the portal. In addition, presentations and discussion documents utilised at a recent Stakeholder Workshop can be found upon registration. These documents do not invite feedback from potential bidders at this time, but will be further utilised by way of a soft market testing exercise to take place in the coming weeks. A further update to this PIN will be issued at that time.

The Bidders Event will run from 10:00 - 12:30, on Friday 30 August 2019 at:

In order to register for the Bidders Event; ensure receipt of further updates; and for inclusion in a future Soft Market Testing exercise, interested parties are asked to register at the link provided.

Once registered interested parties can register for the Bidders Event by submitting a message through the portal detailing the name, job title and email address of each individual who will be attending.

Please note: this PIN is not an invitation to tender, or a request for formal expressions of interest.

Any future procurement, and subsequent contract award, will be undertaken in line with the requirements of the Public Contract Regulations 2015 and the Council's Contract Rules; and the resulting contract will run from 1st April 2020 for a maximum of five years to 31st March 2025 (Years 4 and 5 will be available by way of extensions where granted by the commissioner).

As previously notified; it is planned that the proposed procurement will contain two Lots:

1. Integrated Sexual & Reproductive Health (iSRH), which will include:
a. All aspects of Levels 1, 2, & 3 in reproductive health services (as defined by FRSH);
b. All elements of Levels 1, 2, & 3 in STI testing & management (as defined by BASHH);
c. Facilitation of the NHS England PrEP Impact Trial;
d. Cervical Screening;
e. HPV Vaccination for MSM;
f. HIV Care & Treatment.
2. Online services for sexual and reproductive health (an eService), including a responsibility to:
a. Provide a core eService offer for the public at large;
b. Provide or arrange for the provision of an appropriately designed and targeted eService for higher and highest risk groups in relation to (i) the NCSP; and (ii) HIV Testing.

Potential Providers will be welcome to bid for one or both Lots, with the commissioning authorities comfortable with awarding to either one provider to deliver both Lots; or two different providers.

Whilst a single contract will be awarded in regard to the iSRH service, activity reporting; KPI and quality performance submissions; and financial returns will be made to the Lead Commissioner, but aligned to the different commissioning authorities.

Though the scope, and therefore the potential value, of the contracts available are still being agreed; at this time the Authority expects the combined value to be no less than £23,000,000 over the lifetime of the contracts to be put-out to tender.
