Description
There is a small but significant problem in Leeds caused by horses being kept or tethered on Council land without lawful permission or authority. As well as fouling and causing damage to the land, the horses can attack people and cause serious road accidents. They also cause problems for local residents by depriving them of the safe use and enjoyment of land provided for the public benefit. The council will not normally permit unauthorised horses to occupy any council property or land and will take action to remove the horse by a process of notification and seizure if necessary. The only exception to this general position is where the Council may offer from time to time some land for grazing via an established tendering process.
