Description
Government has instructed many local authorities across the UK to take quick action to reduce harmful Nitrogen Dioxide ("NO2") levels following the Secretary of State issuing a direction under the Environment Act 1995 to undertake feasibility studies to identify measures for reducing NO2 concentrations to within legal limit values in the 'shortest possible time'.
In Greater Manchester, the 10 local authorities, the Greater Manchester Combined Authority ("GMCA") and Transport for Greater Manchester ("TfGM") are working together to develop a Clean Air Plan to tackle NO2 Exceedances at the Roadside.
Air Quality monitoring is critical in evidencing that the Greater Manchester Clean Air Plan is delivering the necessary trajectory of air quality improvement and compliance to air quality limit values. The NO2 diffusion tube monitoring campaign forms part of the Greater Manchester Clean Air Plan monitoring and evaluation project.
TfGM is seeking to procure an 8 year Services Agreement with a Supplier for the planning, site set up and installation of diffusion tubes across Greater Manchester. The supplier will also be responsible for the end to end process of the Air Quality Monitoring service involving the monitoring, reporting and project management.
TfGM reserves the right to require the Supplier to incorporate new or emerging technologies when these reach the correct technology readiness level (TRL) and meet the data quality objectives for assessment of compliance.
