Description

North of England Commissioning Support (NECS) is working for and on behalf of Cambridgeshire & Peterborough Integrated Care Board (The Contracting Authority) to commission Alternative Provider Medical Service (APMS) to be delivered to cover patient registered with Cathedral Medical Centre, Ely with a weighted patient list size 9679.20, and a patient list size 11281. The price per weighted patient is 117.52GBP, the contract will also be eligible to received income for QOF, DES, CCG Commissioned Enhanced Services, Vaccinations and Immunisations, PCN DES and premise reimbursements

The term for the contract will be for 6 years 11 months and 3 days, with effect from 28 April 2023, with the option to extend for a further 3 years subject to satisfactory financial and contractual performance and at the discretion of the Contracting Authority.

The basic principles that mirror those of the open procedure will be followed for this procurement to test the capacity, capability, and technical competence of tenderers in accordance with the Light Touch Regime within The Public Contracts Regulations 2015 (as amended), ensuring a fair, open and transparent process in accordance with NHS (Procurement, Patient Choice and Competition) (No. 2) Regulations 2013.
Under the Public Services (Social Value) Act 2012, Contracting Authorities must consider:

(a) How, what is proposed to be procured might improve the economic, social, and environmental well-being of the area where it exercises its functions; and

(b) How, in conducting the process of procurement, it might act with a view to securing that improvement.

The subject matter of the contract has been scoped to take into account the priorities of the Contracting Authority relating to economic, social, and environmental well-being.

The Transfer of Undertakings (Protection of Employment) Regulations 2006 (as amended) may apply. Bidders are advised to obtain their own legal advice and carry out due diligence including the New Fair Deal non-statutory policy setting out how pensions issues are to be dealt with when staff are compulsorily transferred from the public sector to independent providers delivering public services.
