Description
Rutland County Council intends to procure a substance misuse and treatment service to commence on 1st October 2017.
It is proposed to use a single stage open procurement process. These service fall under the light tough requirements of the Public Contracts Regulations 2015 and are under the EU threshold.
The service will include: alcohol and drug structured treatment and interventions for both adults and young people; required criminal justice provision; advice for other professionals; recovery support; and provision of Needle Exchange and pharmacy-based supervised consumption. These last elements may be subcontracted by the provider. In-patient treatment provision remains a separate contract.
The proposed contract length is 3 years, starting October 2017 with the option to extend annually for a further 2 years. This will be subject to satisfactory performance, and enable need and capacity to be reviewed. The maximum contract period will be 5 years; ending September 2022.
The contract value will be set against a maximum value of £90,000 per year, £450,000 over the lifetime of the contract.
