Description
NHS England South (South Central) (the Commissioner) seeks to commission School Aged Immunisation Service to Berkshire, Buckinghamshire, Oxfordshire and Wiltshire. This procurement is being carried out by NHS South, Central & West Commissioning Support Unit (SCWCSU) on behalf of the Commissioners. The procurement has been split into four regional lots, detail of which can be found below.
The aim of the School Aged Immunisation Service is to prevent the eligible population, which is defined as any eligible child attending a school, or not attending a school but registered with a GP and/or resident within the defined geographic boundaries, from developing vaccine preventable childhood diseases that are associated with significant mortality and morbidity.
The following vaccines, which form part of the national childhood immunisation programme, will be commissioned by the service with the purpose of preventing the infections and outbreaks caused by these organisms:
• diphtheria, tetanus and poliomyelitis (Td/IPV adolescent booster);
• meningococcal ACWY (MenACWY);
• human papillomavirus (HPV);
• seasonal influenza (flu) immunisation programmes for school aged children (the cohort is expected to expand in future years); and
• measles, mumps and rubella (MMR) catch-up.
NHS England expects the school aged immunisation service to be delivered primarily in schools. However, the service must be offered to 100% of school aged children, with all reasonable steps taken to engage with children and young people that are home-schooled, from groups that find it difficult to access services, for example gypsy or traveller children, or looked after children who may require special and specific arrangements.
The four lots are:
• Lot 1: Berkshire
• Lot 2: Buckinghamshire
• Lot 3: Oxfordshire
• Lot 4: Wiltshire
Bidders may bid for one, multiple or all lots. There are no limitations to the number of Lots which can be
awarded to any one tenderer.
The contract duration (for all 4 Lots) will be for an initial term of 3 years, with a possible extension period up to a further 12 months, as defined and at the discretion of the Commissioner.
The expected service commencement date (for all 4 Lots) is the 1st April 2018, with a contract expiry (for all 4 Lots) of the 31st March 2021.
The contract (for all 4 Lots) will be commissioned on the following fixed tariff:
• Child influenza vaccine will be paid at £10 (ex VAT) per immunisation administered
• All other Immunisation covered by this contract will be paid at £14.50 (ex VAT) per immunisation administered.
The Commissioner will be contracting for the Services using the National NHS Standard Contract.

Neither the inclusion of a bidder selection stage, nor the use of any language or terms found in the Directive or Regulations, nor the description of the procedure voluntarily adopted by the Authority ("Open", "Restricted", "Competitive Procedure with Negotiation", "Competitive Dialogue" or any other description), nor any other indication, shall be taken to mean that the Authority intends to hold itself bound by the Directive or Regulations, save by the provisions applicable to services coming within the scope of Annex XIV of the Directive / Schedule 3 of the Regulations. The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
