Description

Tenders are invited from interested parties for the provision of the Main Technical Advisor Consultancy Services required to deliver the Smart Energy Network Demonstrator (SEND) works contract. The works contract is due to commence on 1st November 2017.

The University wish to appoint a single Service Provider to undertake all of the consultancy services needed for the SEND works contract as summarised in the paragraph immediately below:
The Main Technical Advisor Consultancy Services commission covers the provision of the following roles:
a. Technical Advisor.
b. Contract Administration.
c. Cost Consultancy.
d. Health and Safety.
The consultancy services required are fully detailed in the Tender Specification in Section 2 of the ITT.

The Service Provider will be required to cover all aspects of management and control of the consultancy services from the signing of the SEND works contract in November 2017 until the end of the defects period which is anticipated to be December 2022.

The SEND works contractor will carry out both the design and build construction elements of the SEND project under a single-stage design and build contract. The works contract has an estimated value of £7 million. The form of contract to be entered into with the contractor for the SEND works contract will be based on the FIDIC Silver Book First Edition 1999 as amended in accordance with the University's preferred contractual position.

The SEND project (project reference code 32R16P00706) is part-funded from the European Regional Development Fund (ERDF) as part of the European Structural and Investment Funds England Growth Programme 2014-2020 and the Department for Business, Energy and Industrial Strategy (BEIS). The Main Technical Advisor Consultancy Services required are also part funded by ERDF and BEIS.
