Description
This ontract relates to the production of an Outline Business Case (OBC) document relating to the redevelopment of Whipps Cross Hospital, as well as the provision of a Programme Management Office (PMO) for the project through to OBC approval.
1. Outline Business Case Production
Barts Health requires the production of an OBC document, to be compliant with all relevant guidance including but not limited to:
• HM Treasury Green Book (2018)
• Capital Investment Manual Business Case Guide (NHS Executive, 1994)
• Capital Regime, Investment and Property Business Case Approval Guidance for NHS Trusts and Foundation Trusts (NHS Improvement, 2016)
• The Guide to Developing the Project Business Case - Better Business Case for better outcomes (HM Treasury, 2018)
• NHS England Business Case Approvals Process Guidance (June 2018)
Taking a proactive approach, the supplier is required to:
• Take responsibility for the co-ordination and production of the full OBC, utilising existing content from the SOC and other supporting documents. The exception to this is the finance case which the Trust finance team will lead. The OBC author will link in with the Trust finance team to ensure consistency between cases and good co-ordination of the final OBC
• Ensure consistent narrative and assumptions throughout the OBC document from all contributors
• Maintain good version control, keeping an audit trail of all key decisions, changes and assumptions
• Provide regular progress reports, flagging any key issues or risks, with a pragmatic way forward
• Complete the NHSI business case checklist (and any other checklists required by regulators) and support dialogue with regulators and managing OBC queries
• Work as part of the Whipps Cross PMO to ensure the programme plan reflects key milestones required to meet the OBC deadline, and hold workstream leads accountable for meeting those milestones
• Work with all partners and stakeholders as required to obtain information and develop the narrative of the document
For clarity, the OBC author will be responsible for co-ordinating and updating the Comprehensive Investment Appraisal Model (CIAM) produced during the SOC stage with the latest OBC information. This will include producing an update of the quantified benefits.
2. Programme Management Office
A Programme Management Office (PMO) has been established and the following key documents have been prepared and are monitored by the current interim Whipps Cross Redevelopment PMO:
• Programme Initiation Document
• Programme Plan
• Project Directory
• Terms of Reference for all Programme meetings and workstreams at SOC stage
• Reporting templates
• Risk register
A PMO is required through the OBC stage to:
• scope and plan all OBC activities and how these will be undertaken in line with the programme governance structure
• support workstreams in the planning and monitoring of their activities, including the collation of papers for workstream meetings, meeting a
