Description

Basingstoke and Deane Borough Council ("the council") were seeking to appoint a professional consultancy to undertake a heat network techno-economic feasibility study at the North Hampshire Hospital site, Basingstoke, RG24 9NA.

In the Council's Climate Change Strategy, one of the commitments is to 'encourage and support residents, community groups and businesses to reduce their emissions across the borough'. Investing in low carbon technology is one of the ways in which the council is achieving this. The Council wanted to establish the business case for investment, and explore what role it could play should delivery be feasible.
