Description
In order to achieve the Trust's Sustainability and Integration Ambition, the following work is required:
1. Scoping and bench- marking assessment with cost effective proposals to improve sustainability performance and integration of sustainability throughout the organisation.
2. A delivery programme which encompasses staff engagement, behaviour change and sustainable development management plan-related project implementation, monitoring, reporting and skill transference.
Phase 1 - Scoping, benchmarking and recommendations on cost effective project proposals.
This work includes:
1. An independent review of the organisation's current performance and behaviour on its Sustainable Development Commitments and it's SDMP, together with an assessment of the base position on the extent of sustainability awareness, relative to the delivery of sustainable healthcare within this NHS Trust.
2. Bench-marking against best practice (taking account of the information provided by NHS Sustainable Development Unit guidance) to identify scope for improvement based on the chosen contractor's experience of working with other NHS Trusts, and the Trust's current position. This will take account of any of the Trust's behaviours and activities identified which are carbon and/or resource inefficient giving rise to recommendations for improvement.
3. The identification of the potential cost and savings for a range of activities/ programmes and actions which are guaranteed to make the Trust financial and carbon savings during a specified time period (and ideally can be shown to achieve a payback in as short a period as possible). The measures proposed must be able to be quantified in terms of minimum carbon and financial saving targets and then monitored during implementation, should the Trust agree to progress these initiatives in Phase 2.
4. A proposal for the delivery of a communication and engagement programme which integrates sustainability throughout the organisation and will demonstrate the culture change through evidence of sustainability behaviours and practices.
5. The provision of a report summarising the above findings and recommending a programme of activities and actions which can be undertaken by the chosen contractor/ consultancy in a 12 month period (year 1 of implementation) and also the options for a year 2 programme and beyond with the Trust. The report must be robust enough to demonstrate the business case for investment in Phase 2 and must include guaranteed cost and carbon savings (ideally recurrent savings) together with other benefits in terms of quality of patient care which are specific to each recommendation. The proposal must set out how the guaranteed carbon and cost savings arrangement would work and the financial penalties for failing to meet targets or KPIs.
