Description

In Sept 2021 the current support contract for the Portable Atmosphere Monitoring abilities to the UK Armed forces will end, leading to an impact in capability. The aim of the PAMS contract is to maintain specific Portable Monitoring capabilities post 2021 & set the conditions for a new support contract which will provide spares, maintenance, repairs & obsolescence identification

The potential provider will be able to contract directly with SDA PEDT SMS to deliver this enduring capability to the UK Armed Forces

Atmosphere Monitoring equipment is used across a broad range of platforms; their function is critical in maintaining a safe operating environment for personnel. Predominantly the monitors under this contract are portable pieces of equipment either carried or attached to personnel clothing. However, there are also two fixed monitors that form part of the requirement within this contract

Monitors supported & any spares procured through the contract must comply with the Submarine Materials Toxicity Database. Ensuring that all materials used are compliant with the relevant legislation

As PAMS are used across different platform types, where equipment is dual purpose the equipment must have the ability to provide the most accurate level of detection as specified within the User Requirements Document

Tenderers will be required to maintain spares availability for specified monitors to meet platform demands

Tenderers must be able to provide a service & maintenance capability for all specified monitors within the User Requirement Document (URD)

Tenderers shall be responsible for obsolescence identification & be able to recommend appropriate fit, form & function replacement equipment, in conjunction with Subject Matter Experts from within the Authority. This replacement equipment will be required to be tested & accredited for use by the MoD through the applicable route as defined by the Authority at that time.

Tenderers will be responsible to ensure that they are satisfied with the defined specification & scope of work required. Subsequent claims for additional cost or requests for extensions of time, which can be attributed to a lack of understanding by the supplier will not be considered

Due to the nature of this equipment & its life safety status. Tenderers should make themselves aware of all relevant legislation & ensure that they are able to meet all of the legal requirements regarding this equipment, & its support & maintenance
