Description
The Contract for the provision of Linen and Laundry Services to the Virgin Care Sites falling within the scope of this tender process will be offered for the term of 5 years with the option of extending 2 times for a period of 1 year, subject to the continued operation of Sites by Virgin Care.
The contract will commence on 8.4.2016, with the service commencement on 8.5.2016.
Virgin Care wishes to appoint a single Supplier for all of the Sites falling within the scope of this document, and to establish a close working partnership with that single Supplier.
Our key objectives are:
- procurement of an uninterrupted and consistent supply, laundering and finishing service;
- achievement of competitive and improved pricing of service to offer best value;
- delivery by the Supplier of a sound consistent quality and quantity of product, meeting the Service Specifications at all times;
- delivery by the Supplier of a service that meets all legislation and statutory requirements;
- delivery by the Supplier of a service that has a sound contingency plan for emergency supplies in the event of Major Incident, major breakdown, adverse weather or other adverse event;
- seamless mobilisation of the Service;
- ongoing active achievement by the Supplier of service initiatives, cost saving initiatives and best practice.
The Contract for the provision of Linen and Laundry Services will be offered for the term of 5 years with the option of extending 2 times for a period of one year, subject to the continued operation of Sites by Virgin Care. For the avoidance of doubt, in the event that Virgin Care were to be replaced as provider of services to the Sites during the initial five year contract period, the Contractor is required to continue to provide services to the incoming provider on the same terms, if the incoming provider so desires, with no additional transition charge.
The service required is for:
- Provision of Clean Linen, sufficient for the operational needs of the Sites;
- Delivery of Clean Linen to, and collection of Used Linen from, the Sites;
- Delivery of Clean Linen to storage areas within each site at time of delivery. For the avoidance of doubt, the Contractor will pack Clean Linen into ward and departmental storage areas at Farnham, Milford and Woking Hospitals, and deliver to a central point at all other Sites;
- ad-hoc collection, cleaning and delivery of items owned by Virgin Care or its patients as may be required from time to time, including but not limited to items of patient clothing, staff uniform and window curtains;
- provision of the service as specified at all times. For the avoidance of doubt, bank holidays shall not be allowed to affect service delivery, and it is the sole responsibility of the Contractor to ensure that service remains unaffected by bank holidays.

Prices shall remain at the same level for the first 24 months of the contract, and will thereafter rise by a percentage equivalent to the annual rate of RPIX on the anniversary of service commencement.

It will be the Tenderer's responsibility to obtain any necessary documents in order to submit a response by the closing date and time.
The contracting authority reserves the right not to award any or part of the contract which is the subject of this OJEU notice and reserves the right to terminate the procurement process at any time.
The contracting authority will not be liable for any costs incurred by those expressing an interest in tendering for this contract opportunity.
The contracting authority will consider variant bids, evaluating them (so far as the variant or the evaluation of the variant is in the opinion of the contracting authority practicable) on the same basis as a conforming bid, but shall not be obliged to accept any such bid in preference to a conforming bid even if the variant bid scores more highly. No variant will be considered unless the bidder simultaneously submits a conforming bid.
