The procurement is divided into 2 lots as follows:

1. London North East (including Haringey, Waltham Forest, Newham and Tower Hamlets), Lewisham (including Bromley), Hackney, Charlton Triangle (Greenwich) and Essex region 1 500 000.00 GBP - 1 900 000.00 GBP

2. London North West Region (including Barnet, Harrow, Brent, Ealing and Hillingdon), South East Region (Southwark), South West Region (including Wandsworth, Lambeth, Merton, Sutton and Croydon), Islington and Old Oak Region (including Westminster, Kensington and Chelsea, Hammersmith and Fulham). 1 500 000.00 BBP 1 900 000.00 GBP

The contracts are for an initial period of 36 months with an option to extend for a further period of up to 12 months. Family Mosaic expects the contract to start on 3 October 2016.

A maximum of 1 Lot can be awarded to one tenderer.

The scope of each contract includes window, door and glazing repairs, replacement works and an emergency outside of Normal Working Hours Service.

(Normal Working Hours shall be between 0800 hours and 2000 hours on Normal Working Days and Saturday 0800 to 1300 hours. Normal Working Days shall be Monday to Friday inclusive, excluding Public Holidays.)

a) Window and Door Repairs and Replacement

The works will comprise of but are not limited to:-



• Routine repairs to uPVC, Aluminum, Composite and Timber Windows
• Emergency outside of Normal Working Hours service for making safe.
• Emergency board ups of windows and doors.
• Re-glazing of single, double glazing or triple glazing.
• Replacement of window and door furniture
• Replacement of window and door units including frames
• Multiple replacement of window and door furniture
• Multiple replacement of window and door units including frames
• Repair and replacement to skylights.
• Repairs and making good to brickwork, rendering, plastering and localised decorations as a result of works to a Window(s) and/or door(s).
• Provision of scaffold drawings.
• Provision of scaffolding (erection and striking).
• Provision of towers, access platforms etc.

As part of the delivery of the above, the successful contractor will be required to establish a direct interface link with Family Mosaic's IT system (provided by Northgate) to facilitate real time operational updates for Family Mosaic and will be required to provide all operatives with handheld devices to ensure real time data sharing. The contractor will also be required to provide a Freephone telephone number to enable appointments to be arranged by Family Mosaic or its customers.

Family Mosaic are seeking to establish a contract in 2 areas(Lots) within London and Essex to deliver Responsive Window and Door Repairs and Replacement. Each contract will have a duration of 3+1years. The estimated value across both contracts may be in the region of 3 000 000 GBP and 3 800 000 GBP.

This contract is below the threshold at which the Public Contracts Regulations 2015 (PCR 2015) apply. Family Mosaic are therefore not carrying out this procurement in accordance with PCR 2015. Family Mosaic is, however, conducting a competitive process which involves separate pre-qualification and tender stages.

Whilst there will be some aspects of multi trade that are completed through a minor works contract for large projects (a separate procurement process is being undertaken by Family Mosaic - see OJEU reference number: 2016/S 028-044569) specialist window and door works will predominantly be completed by specialist contractors within the scope of this procurement.

Tenderers will be required to submit a tender to perform the full scope of works which may be requested by Family Mosaic. Further details are set out in the procurement documents.

Submitting a response to this notice does not guarantee that a candidate will be invited to tender. Family Mosaic may terminate or suspend the award process at any time without incurring any cost or liability.
