Description

Estates Professional Services:

The PQQ is for the provision of estate professional services, which include:
• Estates Management services (service charge, consents, disputes, deposit collection and handling etc)
• Building consultancy services (Building consultancy services including advising on the condition of buildings, building surveying, cost consultancy and engineering services, project monitoring, monitoring specifications, dilapidations and dilapidation strategies in relation to the occupied and investment portfolio. Services will also include Landlord and Tenant issues including Landlord consents, breaches, surrenders and claims. Building Consultancy services will not support the day-to-day Parliamentary works projects rather new investments, developments, and neighbourly matters.)
• Acquisition of freehold and leasehold property, including
o Freehold acquisitions
o Tenancies, Licences, lease renewals, re-gears and
o associated activities including technical due diligence studies and
o property searches
• Disposal of freehold and leasehold property
• Rent Reviews
• Project Management of due diligence studies and input into feasibility studies
• Embedded consultants (based on a daily rate) for Estates Professional Services
• Rating services
• Corporate Real Estate services including:
o Space planning
o Financial / cost modelling
o Project and building feasibility studies
o RIBA Stage 2 (c) Concept Design Reports
o Advice, preparation and support for developing and delivering Estate Strategies
o Advice, preparation and support for developing business cases, including the production of business cases in accordance with the Treasury Green Book Five Case Model
• Property disputes
• Rights of Light
• Party Wall Matters
• Valuations
• Planning advisory services supporting strategic proposals, providing advice on third party applications that may impact upon the Parliamentary Estate or on the odd occasion providing resilience or support for our internal advisory service.
• Research and Market Analysis
• Residential property services (the majority of the Authority's Estate includes commercial premises; however, there is a small number of residential premises). Services include service charge, management, deposits, repairs, lettings, disposals, management and advice
