Description

The Social Mobility Commission (SMC) monitors progress towards improving social mobility in the UK and promotes social mobility in England. It is an independent statutory body created by an Act of Parliament and is sponsored by the Department for Education.
As part of its remit the Commission undertakes an annual State of the Nation report each year. This report is part of the Commission's statutory duty to monitor UK-wide progress on social mobility each year, and will be published by 31st March 2021.
This year we want to put more focus on the synthesis, analysis and critique of social mobility policy activity in Wales, Scotland, Northern Ireland and England - to ensure that our State of the Nation report gives significant attention to what is happening in all nations of the United Kingdom.
We are seeking a supplier to produce an essay on social mobility policy activity across each of the four nations. These essays will each form the core of a chapter of in the final State of the Nation report. The report will be structured with an opening chapter on key statistics on social mobility, followed by four chapters each with an essay summarising and appraising policy activity on social mobility in each of the four nations separately.
This invite to tender is for a Wales essay. We have separate invites to tender out for essays on Scotland, Northern Ireland and England. The Commission is seeking a supplier to provide new and insightful synthesis and analysis on social mobility policy activity in Wales. We have previously done some reporting on social mobility in Wales but without significant policy synthesis or narrative, and are seeking to take our analysis of Wales forward in our upcoming State of the Nation report.
