Description
This contract is for Semi & Independent Living Services for 16 - 25 year olds in Salford.
The specification will form part of a steady state contract to which the Provider(s) will deliver for a 5-year period. An option to continue the contract for up to a further 2 years will be decided following a review of performance before the initial 5-year contract period expires.
The focus for temporary accommodation will be to support young people to become tenancy ready.
This includes being part of a community, managing their own independence and avoiding youth homelessness.
This can be an exciting but also daunting time for some young people who may be vulnerable, usually with high levels of complex needs. Support for these young people is essential to ensure that in the future they can live cohesively within the community.
Support available prior to securing settled accommodation is particularly important to promote the potential success of any future tenancy by enabling tenancy readiness.
This will not only have a positive impact on the quality of life of young people but also contributes to Salford's homelessness prevention agenda in terms of preventing future homelessness.
Salford's existing Semi Independent Living Services supported accommodation schemes currently provides a combined 62 units and are based across Salford.
Lot 1 - Minimum 16 units of accommodation and support services for young people aged 16 - 24 who are at risk of homelessness and/or care leavers with medium to high support needs - Annual Budget contribution from SCC up to £126,259 for contract support and £297,614.72 from Housing benefit = £423,873.72
Lot 2 - Minimum 35 units of accommodation and support services for young people aged 16 - 25 who are at risk of homelessness and/or care leavers with low - medium support needs- Annual Budget contribution from SCC up to £61,348 for contract support and £607,340 from Housing benefit = £668,718
Lot 3 - Minimum 4 units of accommodation for intensive support linked to core Salford Service Route 29 - Annual Budget contribution from SCC £71,666
Lot 4 - Min 4 bed provision for young at risk or homeless families with accommodation and support needs - Annual Budget contribution from SCC up to £47,970 for contract support and £69,413.76 from Housing benefit = £117,384
Lot 5 - Min 13 beds for Care Leavers only- Annual Budget contribution from SCC £503,581 The provision of Semi Independent Living Services supported accommodation remains a priority for the Authority. The re-tendering of these services will seek innovation and best practice to maximise the value obtained through the contract(s).
