Overview:

The Driver and Vehicle Standards Agency is an executive agency of the Department for Transport (DfT). On behalf of the Secretary of State for Transport (the "Authority"), one of the main functions of the Driver and Vehicle Standards Agency is to improve road safety in Great Britain by setting standards for driving and motorcycling, and for the education and training of drivers and riders. It is a requirement to pass a theory test as part of the process to gain driving licence entitlement for all vehicle categories.

As part of the Authority's goal for improving road safety, it has responsibility for the strategy, policy and delivery of theory and practical driving and riding tests.
DVSA are looking for suppliers to take part in a series of workshops to explore the feasibility of delivering the driving theory test remotely. We are looking to the market to challenge our thinking and propose potential technical solutions, and to explore specific challenges including:
- Continuous identification of a candidate, and that they are the correct person to be taking the theory test

- Ensuring that the home environment meets the conditions required to allow a fair exam

- Preventing any cheating or fraud from taking place throughout the duration of the exam

DVSA welcomes small suppliers, start-ups, groups, and individuals to work together to openly, creatively, and cooperatively propose technical solutions that push the boundaries of current online test services. We are looking for collaborators to help shape our vision for the service over the next 10 years, pushing the limitations of technologies available both today and in the future.

You are advised that any information you share as part of this engagement may by used by the Department and contribute towards the POC and any recommendation reports made to DVSA. It may also be shared with other suppliers and used when creating specification documents for future procurements.

DVSA will be requesting that all suppliers involved sign a Non Disclosure Agreement (NDA) prior to any engagement occurring.
