Description
The MCA is seeking information from market participants to provide a secure courier service for shipments from Hampshire and Wales to be delivered to UK and International destinations.
The consignments contain sensitive documentation such as medical fitness certificates, personal ID, photographs etc which includes personal data. This is a statutory government service which provides certification critical to the maritime industry. Delays in seafarers receiving their documents could cause job opportunity loss or shipping delays. GDPR breaches or incorrect delivery could be reputationally damaging to the MCA, the UK flag and the UK shipping industry as a whole.
This questionnaire is intended to furnish the MCA with the key information it requires to plan a fair and open procurement for this service, including:
- Understand realistic costs for a secure courier service
- Market appetite for participating in a tender process
This information will be used to inform our governance process with a view to tendering this requirement via an Open Procedure under the Public Contracts Regulations 2015 (PCR 2015).
