Description

This is a Pre-procurement market engagement process for the council's homeless hostel service at The Elms.

The Elms is a purpose built facility providing 44 rooms of emergency accommodation and crash pad facilities for homeless people. The Elms supports the Council's No Second Night Out Policy, which aims to end rough sleeping in the borough, and is a key facility in fulfilling the council's statutory responsibilities under the Homelessness Reduction Act 2017. More information and a questionnaire can be downloaded from the portal.

The contract for the service provision and running of this hostel is now coming to an end and will re-tendered in 2020, for an April 2021 commencement date for a period of 5 years initially with the possibility to extend further. The aim of this document is to outline the requirements that the Council are looking for in a service provider to run the Elms hostel and to get an advance understanding of the market, its suppliers and feedback to inform the specification.

To participate in this pre-procurement market engagement, organisations must submit their completed Provider PIN Questionnaire, together with any supporting documents, through the In-Tend portal by the return deadline of 12.00 Noon on 31 December 2019. Provider Questionnaires cannot be uploaded after the closing date/time.
