Description

Runnymede Borough Council and their wholly owned subsidiary company RBC Services (Addlestone ONE) Ltd are conducting a procurement using the open procedure in accordance with the requirements of the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015) for the supply, installation and maintenance of an ANPR car parking system at Underground Public Car Park located at Waitrose/Travelodge, Church Road, Egham, Surrey TW20 9HZ.

The Authority is carrying out the procurement on behalf of itself as principal and its wholly owned trading company RBC Services (Addlestone ONE) Ltd referred to in the OJEU notice. RBC Services (Addlestone ONE) Ltd shall access the Contract through the Authority and shall have a direct contractual relationship with the Service Provider for the purpose of annual maintenance and servicing only.

The Requirement:
The Council requires the installation of an ANPR system to replace the existing pay and display system, including provision for free parking for bona fide Waitrose customers. The system to include:
o the provision of two payment Kiosks by the lift shaft (in the location of the current Pay and Display machines) - one machine to accept cash and card payments (no notes), the second machine card payments only;
o a cash and card payment machine (no notes) unit at the far end of the car park;
o at least one digital ANPR camera on the entry lane to the car park;
o at least one digital ANPR camera at the exit lane from the car park;
o a local server PC in a secure cabinet and connected to power and ADSL/BT connections as required;
o all electrical connections to the existing power supply points in the car park and between the cameras, payment machines and servers;
o 15 x QR/ bar code printers for supply to Waitrose and located at the till points (these should be priced individually and for the supply of all 15).
In addition to the ANPR system:
o full automation of existing powered shutter doors and barrier is required at the entrance and exit for overnight use
o car park signage, displayed in a prominent position on the approaching public highway that displays the name of the car park and the number of vacant spaces to cars approaching in both directions
