Description

Birmingham City Council (BCC) is the largest local authority landlord in England with over 60,000 properties and over 5,000 leaseholders with an annual budget of circa ?300m and a ten-year investment programme of ?1.7b. Its stock is wide ranging with a mix of general needs housing including houses, bungalows, low-rise flats and maisonettes, mid-rise flats, multi-storey tower blocks, and traditional sheltered housing schemes.

A review of the business planning process has identified the need to improve the approach and method that City Housing creates and monitors its HRA financial model, reviews and updates its financial plan, carries out scenario planning and understands the implications of changing assumptions and inputs. The service currently uses a custom-built Excel-based HRA financial model, that is complex, hard to follow, not robust, flexible or user friendly. Is totally dependent on the expertise and knowledge of a limited number of people.

The Council requires a new HRA business planning / development appraisal product and the related consultancy support to both set up the product and provide ongoing support in its use and external assurance on any modelling carried out.

The outcomes of the project are as follows:

o Improved capability to carry out scenario planning on financial and investment plans, using clearly defined assumptions and comparisons
o Increased transparency and visibility of financial planning across City Housing
o Increased transparency and visibility of financial monitoring across City Housing
o Enhanced confidence in financial plans and the underpinning assumptions
o Enhanced financial assessments of development schemes

Commencement of this work will be 1st March 2023

Delivery and initial population of the Business Plan model - 1st June 2023

Support period (1st year) - 1st June 2023 to 30 May 2024

Support period (2nd year) - 1st June 2024 to 30 May 2025
