Description

The Home Office is seeking to award grant funding to non-statutory sector organisations in England and Wales to provide support to victims and survivors of rape and sexual violence.

Funding of £150k will be awarded for a period of 11 months. If successful, the voluntary sector organisation(s) will be allocated funding centrally via a Grant Agreement from the Home Office.

All bids must be for 11 months only, and bidders must be able to demonstrate the ability to spend their entire potential award by the end of the 2019/20 financial year.

While there will not be a formal cap placed on the amount an organisation can bid for, we expect all bids to be scalable. To ensure diversity of funding, please be aware that we may scale back top scoring bids in line with the scalability details provided. More details about scalability will be made available in the published documents.

The process leading to the award of the grant will be administered using Crown Commercial Services (CCS) eSourcing portal. To take part in this grant funding opportunity, please see the notice below which provides important instructions for registration on the portal. Please read all information in this notice carefully. Please also find attached guidance for using the eSourcing portal but Bidders are encouraged to conduct their own due diligence on the CCS eSourcing portal.

This competition is an online process; no other form of submission will be accepted. Bidders must register with the Crown Commercial Service's (CCS) eSourcing Suite (title of Emptoris) as a SUPPLIER as soon as possible. It can take up to 10 working days to create an account. Below is a guide on how to register then gain access to the competition;

1. Interested organisations must first be registered as a 'SUPPLIER' on the eSourcing Suite to participate: If you have not already done so, please use the following link https://gpsesourcing.cabinetoffice.gov.uk

2. Instructions on how to use the portal can be found in the attached 'e-Sourcing - Supplier Guidance'. Bidders should not rely on the attached PDF documents as their sole source of guidance, and must carry out their own due diligence and familiarise themselves with this eSourcing system.

3. To register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so.

4. If you do not have a DUNS number, please contact D&B UK directly on 0870 243 2344 (option 3), or online at http://www.dnb.co.uk/duns-form.asp.

5. Once registered on the portal, please email the Authority mailbox NSVSfund@homeoffice.gov.uk and ask to be added to the event stating, "NSVS - portal access" in the subject title.

6. Please note the email address used to register on the CCS portal must be the same you advise 'NSVSfund@homeoffice.gov.uk' as it is this individual who will be provided with the access to this competition. Bidders should only ask to be added once CCS has confirmed (by email) that registration is complete and bidders have capability to log into the CCS portal.

7. Once you are added to the portal, the 'NSVSfund@homeoffice.gov.uk' mailbox will acknowledge your inclusion to the event and Bidders must then accept this invitation on the CCS e-Sourcing system. You will then be able to view the suite of documents and online application for this grant funding
Once you have been added to the event all further communications will be managed via the portal. From this point Bidders should cease using the NSVSfund@homeoffice.gov.uk mailbox. Your bid submission will also be submitted online via the portal.

8. If you have any IT technical difficulties concerning the CCS eSourcing portal, neither the Home Office Commercial Grants Team nor those managing the 'NSVS Fund' will be able to offer any assistance. Please contact the CCS eSourcing Team for help.

9. It is imperative you test your portal connection and familiarise yourself with how to submit your bid in advance of the deadline date. The portal operates on the web, meaning internet traffic may affect portal performance and this cannot be cited as reason to seek an extension to the submission deadline date.
