Description

The Board is seeking a specialist contractor with the capability to provide Building & Estate Maintenance and Redecoration Services of Various Lighthouse Towers and Associated Buildings for the duration of this Framework Agreement.

The Contractor will be responsible for overall management and co-ordination of all trades, from project start-up to commissioning and hand-over for the Refurbishment and Redecoration of Major, Intermediate and Minor Lighthouse Towers and Associated Buildings though out Scotland and the Isle of Man.

It is envisaged that the majority of the upcoming Building & Estate Maintenance and Redecoration Services works shall be completed by two squads comprising of 3 to 4 operatives however a third squad of the same number should be made available if the need arises throughout any given period

Due to Lighthouse stations being in remote locations there is a requirement for the successful contractor to utilise NLB's ship/helicopter resources to access site and the staff engaged to conduct the required work are required to be qualifying contractors able to live and work well together in cramped conditions for long periods of time in all weather conditions

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.

The Commissioners of Northern Lighthouses operating as the Northern Lighthouse Board (NLB) in connection with a competitive procurement will be conducted in accordance with the Restricted Procedure under the Public Contract Regulations 2015. Initial the Pre-Qualification Questionnaire ("PQQ") will assess the suitability of Potential Providers in terms of their technical knowledge and experience, capability/capacity, to meet the require skills for this framework agreement. During the PQQ stage, the intention is to arrive at a short list of between 5 and 8 qualified Potential Providers which will be invited to a formal Invitation to Tender process.

All interested parties must obtain and return the Pre-Qualification Questionnaire ("PQQ") documentation from the person named at point 2.
