Description

This is a prior information notice with future call for competition and its purpose is to make the market aware of the CCGs' commissioning intentions and give providers an opportunity to formally register their interest in this scheme.

NHS East Leicestershire and Rutland Clinical Commissioning Group (CCG), on behalf of Leicester City CCG and West Leicestershire CCG, will be re-commissioning the Special Allocation Scheme (Violent Patient Scheme) mid-2019 for Leicester, Leicestershire & Rutland registered patients only.

The purpose of this scheme is to continue to ensure that patients that have been removed from a general medical practices list for violent, aggressive or threatening behaviour are able to access general medical care through the Special Allocation Scheme (Violent Patient Scheme). The service is offered one day a week at Westcotes Health Centre, Fosse Road South, Leicester, LE 3 0LP.

It is proposed that the terms and conditions of all the services, including tariff arrangements, will reflect those contained in the NHS England Standard contract. The contract length will be 3 years with the possibility to extend of up to 2 years. The service commencement date is anticipated to be 1st January 2020.

The Service Specification provided is only for reference and a revised version of the specification is to be developed in line with National guidance outlining the Special Allocation Scheme which will be shared when the tender is published.

Interested providers are guided to complete and submit a Pre-Qualification Questionnaire (PQQ), to be completed and submitted via the Midlands and Lancashire CSU (MLCSU) eProcurement portal Bravo by the stated deadline to submit their questionnaire. The deadline to respond is Friday the 8th February 2019.

To do that, candidates need to register on MLCSU portal. If your organisation has registered previously, you do not need to re-register. Once registered, candidates must express interest by:
a) logging-in to the Portal, and
b) selecting response to advert and PQQ (search for reference number pqq_469) and submit by the date specified.

NOTES

"Light Touch Regime" services
This procurement is for clinical services which are Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations ("Regulations"). Accordingly, the contracting authorities are only bound by those parts of the Regulations detailed in Chapter 3 Particular Procurement Regimes Section 7. The contracting authorities are not voluntarily following any other part of the Regulations.
The procedure which the contracting authorities are following is set out in the tender. As the CCG is a relevant body for the purpose of the National Health Service (Procurement, Patient Choice and Competition) (No 2) Regulations 2013 these Regulations also apply to this procurement.

Right to Cancel
The contracting authority reserves the right to discontinue the procurement process at any time, which shall include the right not to award a contract or contracts, and does not bind itself to accept the lowest tender, or any tender received, and reserves the right to award a contract in part, or to call for new tenders should it consider this necessary. The contracting authority shall not be liable for any costs or expenses incurred by any candidate or tenderer in connection with the completion and return of the information requested in this Contract Notice, or in the completion or submission of any tender, irrespective of the outcome of the competition or if the competition is cancelled or postponed.
